The Justice Department has initiated legal proceedings to revoke U.S. citizenship from at least 12 naturalized Americans, marking one of the most aggressive federal denaturalization campaigns in recent memory. The targets include individuals accused of links to terrorism as well as a former diplomat alleged to have worked as a Cuban intelligence asset after obtaining citizenship.

Among the cases drawing attention is that of a former U.S. diplomat whom prosecutors allege concealed ties to Cuban intelligence during the naturalization process. Federal law allows the government to seek denaturalization when citizenship was obtained through fraud or the deliberate concealment of material facts — a legal threshold the Justice Department argues was met in these cases.

Other targets in the broader initiative are described as individuals with suspected connections to foreign terrorist organizations. Officials have indicated the administration views denaturalization as a legitimate national security tool and intends to pursue additional cases beyond the current docket.

Civil liberties advocates have raised concerns that expanding denaturalization proceedings could create a two-tiered citizenship system in which naturalized Americans face legal vulnerabilities that native-born citizens do not. Legal scholars note that while denaturalization is a well-established legal mechanism, its use has historically been limited to the most serious fraud cases.

The administration has framed the initiative as part of a wider immigration enforcement posture, consistent with executive actions taken since January 2025. The Justice Department has not publicly detailed all 12 cases, but court filings have begun to surface in federal jurisdictions across the country.
